rewrite README, add MIT license, rename vendored patch doc

- self-contained README (removed references to deleted ARCHITECTURE/GOAL docs)
- add LICENSE (MIT)
- rename third_party/certspotter/CTCLOUD_PATCH.md -> BUCKETEER_PATCH.md and
  update the in-code references
